In-home services are referred to as home and community-based services. These services are authorized by the Division of Senior & Disability Services and regulated by the Division of Senior and Disability Services and the MoHealth Net Division.
Services Provided by a Caregiver: Agency Directed
- Personal care (grooming, including bathing and dressing)
- Assistance in transferring
- Advanced personal care
- Light housekeeping and laundry
- Grocery shopping and errands
- Preparing meals and cleaning up
- Range of motion

In order to qualify for in-home services, the individual must be elderly or disabled, eligible for Medicaid, and assessed by the Division of Senior & Disability Services to qualify for nursing home placement if the services are paid for by government funds.
In-home care isn’t just for seniors. It can also be a great choice for individuals with special needs, including those with developmental disabilities. Our Department of Mental Health, or DMH, offers a variety of Medicaid-supported services through the Missouri Division of Developmental Disabilities. Department of Mental Health services are designed to improve the lives of individuals with developmental disabilities including intellectual disabilities, cerebral palsy, and more. Most importantly, the services are designed to help clients remain independent in their own homes.

Why Do DMH Services Matter?
Patient Quality of Life
First and foremost, Phoenix’s Department of Mental Health services help increase the quality of life of individuals with developmental disabilities. Services like meal preparation, transportation, and bathing can all provide stability and optimal health for patients while increasing peace of mind for families and caregivers. DMH services can also play an important role in a patient’s mental health. DMH services from an experienced caregiver can provide emotional support and social interaction, which are both especially important for special needs adults who may no longer be attending school. Additionally, adults with developmental disabilities can benefit greatly from the structure put in place by in-home care. Home care providers often develop close, supportive relationships with their patients, offering support and encouragement during daily activities and helping the patient develop vital social skills.
Caregiver Peace of Mind
As the family member or caretaker of an individual with a developmental disability, you want the best for your loved one. In fact, many individuals with developmental disabilities live at home with their families, depending on loved ones to fill essential caretaker roles. When a family member acts as an individual’s main care provider, it can leave little room for the caretaker’s own goals and livelihood. That can lead to burnout and depression. For that reason, professional in-home care is a great tool to provide respite to family members who double as caretakers.
In-home care is also a good option for older adults who may be caring for their adult children. The truth is, many adults care for their special needs children well into their golden years, which can lead to anxiety about care after the parent is gone. For that reason, it’s a good idea to get an adult with developmental disabilities accustomed to in-home care long before the caretaker parents worry about their own aging or chronic illness.

Private pay services provide activities of daily living within an individual’s home. These services are designed to eliminate the need for unnecessary institutionalization by creating a safe living environment, fostering independence, and facilitating rehabilitation. Services are available to youths and adults who make arrangements for individualized care and private payment for services.
Private pay services do not require a doctor’s order; however, clients in a hospital or skilled nursing facility can request direct private care on their own to avoid being discharged to another care provider.
Private pay services are available for 8-, 12-, or 24-hour shifts. Hourly services are also available for those needing less than an 8-hour shift.
Private Pay Services Can Include the Following:
- Nursing services
- Care that never sleeps
- Respite care (to give relief to the regular family caregiver)
- Basic housekeeping
- One-on-one care in a hospital or nursing home situation
- Social outings
- Transportation
- Meal preparation and planning
- Grooming and personal hygiene
- Medication reminders
- Reading, conversation, and companionship
