What are Consumer-Directed Services?
Consumer-Directed Services give you the freedom to hire and direct your personal care attendants. If you meet criteria based on income and level of need, Phoenix Home Care & Hospice serves as your administrative support team for self-directed care in Missouri.
Who are Consumer-Directed Services for?
Those who are eligible for consumer-directed care must meet certain criteria:
- At least 18 years of age
- Able to direct their own care
- Capable of living independently with consumer-directed services in Missouri
- Physically disabled
- In need of at least a nursing level of care
- Able to have their unmet needs safely met at a cost that does not exceed the average monthly
- Medicaid cost of nursing facility care as determined by the Department of Social Services (DHSS).
- Able to provide document proof of Medicaid eligibility under Title XIX of the Social Security Act, and able to participate in an assessment and/or evaluation conducted by DHSS.

Consumer-Directed Services
What services do consumer-directed personal care attendants provide?
Personal care attendants provide assistance with activities of daily living to help maintain and increase independence for those who qualify. Services can include:
- Dressing
- Bowel and bladder elimination
- Meal preparation and consumption
- Transfers
- Personal hygiene
- Shopping and errands
- Transportation
- Maintenance and use of equipment and prostheses
- Housekeeping
- Ambulation and other functions of living
